Liz Brown-Reeves has intentionally built a team that reflects a wide range of professional experiences—from legislative leadership and state agencies to political strategy and association management. Each team member brings something distinct to the table, allowing us to adapt our advocacy with depth and a personal touch.
Collectively, we offer more than 50 years of experience navigating Illinois government. Individually, we bring perspectives that strengthen our relationships and enhance the support we provide to each client. We’re proud to introduce the LBR Consulting team.
Meet Liz
Liz Brown-Reeves is working her 26th Session at the Illinois State Capitol. Liz served as a member of the Legislative Staff for nearly a decade. Liz served as Legislative Director running floor operations, overseeing committees, including Executive and Revenue Committees and analyzing legislation. Liz worked as the labor liaison dealing with hundreds of Illinois labor unions. Liz also was the Director of the Redistricting. Liz was assigned as the staff person and media coordinator for several of the current sitting House Members. Along with being named “Best Contract Lobbyist” – Liz was previously named Best Legislative Staffer by Capitol Fax while she served on Legislative Staff.
On the political side, Liz served as campaign manager, candidate recruiter and media advisor on dozens of legislative races throughout the state including those of many incumbent State Representatives and managed the highly successful get-out-the-vote efforts of the Democratic Party of Illinois and the Illinois Attorney General. She also served as staff to the Democratic National Conventions in 2000 & 2004 and most recently in July of 2016. Most recently Liz played an instrumental role in the primary & general election of Democratic Candidate for Attorney General Kwame Raoul. Liz has served as a mentor for the newly Illinois House Democratic Women’s Caucus. Liz worked as a Regional Campaign Manager for the Illinois House Democrats for during the 2018 General Elections. Liz was elected as Biden Delegate and served as Assistant Whip Captain for the Democratic National Convention in 2020 representing the 18th Congressional District.
In her community - Liz serves as the President of the Pleasant Plains Fine Arts Boosters Club. Liz and her husband Michael reside in Springfield and have two sons, Henry and Leo.
Meet Samantha
Samantha Brill served the Pritzker Administration as the Director of Legislative Affairs for the Department on Aging. As Legislative Director, Samantha was responsible for all development, implementation and direct legislative activities including proposals, position papers, and testimony during all phases of the legislative cycle. Prior to joining the Pritzker Administration, Samantha worked for Secretary of State Jesse White as his Deputy Director of the Organ/Tissue Donor Program (ODP). Samantha collaborated with the legislative branch to effectively enact legislation impacting OPD and served as the legislative liaison for elected officials and local units of government regarding the program. Samantha has been actively involved in local and statewide campaigns, since her time at Illinois State University where she earned her Masters’ degree.
Meet Kristin
Kristin Rubbelke has been advocating at the Illinois State Capitol since 2016, representing clients across health care, behavioral health, higher education, agriculture, and funding initiatives. Kristin has advanced numerous client priorities through legislative education, direct lobbying, rulemaking, and administrative engagement.
Before joining Liz Brown Reeves Consulting, Kristin served as Vice President of Government Relations at Capitol Edge Consulting, and as Director of Government Relations for Dan Shomon, Inc., overseeing grassroots initiatives and legislative strategy in both Springfield and Chicago.
Kristin served as Executive Director of the North Dakota Chapter of the National Association of Social Workers (NASW-ND), where she led advocacy, membership, and organizational strategy. Her experience in managing member-based organizations provides clients with valuable insight into association management.
Kristin is also serves as Chairwoman of the NASW-Illinois Political Action Committee and as a founding director of the People for Women’s Empowerment PAC. In 2024, she was appointed to the Sangamon County Massey Commission and co-chaired its Community Education on Public Health and Safety Workgroup.
A licensed social worker, Kristin holds dual master’s degrees in Social Work and Social Justice from Loyola University Chicago. She began her career as a hospital social worker.
Kristin resides in Springfield with her husband, Russell Orrill, and their dog, Woody.
